Everything goes from start to bottom, meaning duplicate items at the end will override the color setting at the beginning.
Blocks can be one item or many items - no color is set here, it just holds a list of items or tags

Text-Block: Any Text in the game can be assigned to this Block.
Tag-Block: Any Tag can be assigned to this Block. (to clarify Tag here refers to things like MI, Epic, Resistance, Fire, Pet, etc.)

A Module has Blocks assigned to it and a color can be set for each Block or the entire Module
